Ashcroft Town Meeting - 04.14.20 After a call to order, the meeting begins with a movement to adopt the agenda as presented. No omissions or additions to the agenda. Minutes of March 23rd also adopted with no omissions. All minutes from the regular meeting of council and of the committee of the whole meeting from March 23rd approved to be adopted as presented. No new delegations in section 4 for this meeting.

During Correspondence for action in section 5: Item 5.1 - Grant and aid request from Winding Rivers Arts and Performance Society. Mayor Barbara Roden recuses herself due to being a Board Member for the society. Councillor Anstett as Deputy Mayor proceeds in the discussion noting the request for aid of $500 and is granted.

After Mayor Barbara Roden returns, she commends the school district seventy four for their efforts coordinating with everyone during the adapting of new procedures regarding COVID-19. 5.2-5.6 not discussed in further detail but is granted. During a discussion of unfinished business inspection.

6, 6.1, mention of a very comprehensive “Motions Tracker” list that follows the work in progress but council does not talk of any of the tasks specifically at this time. No discussions during section 7 for new business.

Moving on to Council Procedure in bylaws section 8, for bylaw number 834 the reading of the by law is approved with a few cosmetic edits requested to be fixed. This discussion is in regards to emergency procedures from the province being added permanently to bylaw rather than as a temporary measure.

Under Staff Reports section 9, items 9.1 and 9.2, motions are approved for cancellation of community forum April 16th and that the town hall meetings be rescheduled for their May 4th meeting to a virtual online space VIA HUB Online Network.

Council also approves proposed TNRD inter-community Essential Services Aid Agreement in 9.3. 9.4 Council receives information in regards to the WSP Whistle Cessation and Old Cariboo Road inspection report for the CN Railway in North Ashcroft and is approved. Further discussion requested to follow due to the length of the report.

Item 9.5 2019 audited financial statements are approved and no additional comments at this time. Item 9.6 council approves the rescinding of the 2020 budget and approves new budget in replacement. Item 9.7 Council approves a quote from Norlock Refrigeration for a new dual compressor system upgrade and move for forward with the replacement. No new reports from council during section 10 and no new resolutions released in section 11 discussed. In section 12 during the question period, questions are addressed including inquiry of fire damage to a home on Brink Street, inquiry to educate residents in water management in relation to the Villages water restrictions in action as of May 1st. Conclusion of the open meeting portion. And moves into the closed portion of the meeting.
