The changes in the zoning will determine where mini-storage facilities can be built in the city. As urban densification continues, many residents—especially families—are struggling with limited storage space in smaller apartments and condominiums.

The discussion highlighted the growing need for accessible storage solutions in high-density areas. With more residents downsizing into compact living spaces, demand for mini-storage has increased. Council members explored whether zoning regulations should adapt to accommodate this shift while balancing concerns about land use and neighborhood impacts.
A major challenge in the zoning process stems from the Local Government Act, which prevents city councils from holding Public Hearings on zoning amendments. Instead, council relies on pre-zoning discussions like this one to ensure transparency and community input.
“What the bylaw would do is remove the use as a right,” said Jackie Teed, the city’s director of planning and development. “Applicants could come forward and request a rezoning. What that would allow is for council to consider the specific qualities of that application in that location.”
Some councillors expressed concerns about mini-storage facilities occupying valuable land that could be used for housing or other community needs. Others argued that as living spaces shrink, the city must provide practical solutions for residents to manage their belongings.
City staff were asked to provide further analysis on how the proposed zoning amendment aligns with New Westminster’s long-term development goals. The issue will return to council for further discussion before any final decisions are made.
With densification continuing to reshape the city, the debate over mini-storage highlights the broader challenge of balancing growth, livability, and community needs in New Westminster.
