Saint Andrews Council Reviews Sidewalk Proposal and Wharf Redevelopment Plans

At its meeting on May 20, 2025, the Town of Saint Andrews council focused on a series of planning and infrastructure items, including a revised sidewalk design for the Argyll Residences and updates on the Market Wharf and Market Square redevelopment project.

John Rocca of Ellerdale Ventures Limited presented a new design for the Water Street sidewalk adjacent to the Argyll Residences. “The new sidewalk design significantly improves upon what existed before, with a smooth transition and a better surface throughout,” Rocca said. Councillors raised questions about accessibility and construction materials. Councillor Annette Harland inquired, “The intent would also be to pave the sidewalk on Princess Royal?”

Rocca confirmed the plan: “Yes, we would be replacing the sidewalk entirely—with concrete, not asphalt.”

The second major agenda item was the ongoing Market Wharf and Market Square redevelopment. Deputy Mayor Kate Akagi opened the discussion by detailing the project's budget and funding constraints. Originally estimated at $8.3 million, the project has $5.4 million in secured grants, meaning additional borrowing would be required to close the gap.

Environmental and structural implications of the proposed wharf infill drew concern. Councillor Steve Neil, an aquaculture technician with the Department of Fisheries and Oceans Canada, expressed serious reservations. “It’s going to irreversibly change our waterfront,” he warned, noting that no hydrographic studies had been conducted to assess changes in harbour water flow. Councillor Marc Blanchard also questioned the town’s role in areas involving private property ownership.

Mayor Brad Henderson acknowledged the complexity of the project and suggested council consider a phased approach. “A bad option is not doing anything,” he said, proposing that council could prioritize reinforcing Market Square while pausing the wharf infill portion for now.

Tourism was also a focus. Ken Knight and Sally Leggett of Explore St. Andrews presented on current tourism marketing efforts. “We have many initiatives underway,” Knight said, identifying increased overnight stays and visitor spending as key goals. Their presentation emphasized the need for collaboration with provincial partners and other stakeholders to strengthen the town’s appeal as a tourist destination.

The council also reviewed departmental reports, although no decisions were made beyond the infrastructure discussions. Councillors agreed to reconvene the following week to continue reviewing the Market Wharf project, particularly in light of environmental concerns, budget challenges, and public input.

No formal resolutions were passed during this session regarding either the sidewalk proposal or the wharf redevelopment.
