St. Andrews to Hold Mental Wellness Community Conversation

The February 5, 2024 Council Meeting for the Town of Saint Andrews commenced with a detailed overview of key topics, including discussions on financial adjustments, borrowing requests, economic development incentives, and community engagement.

One significant aspect of the meeting was the approval of a 3% annual cost of living increase for town staff, tied to the Consumer Price Index (CPI). There were deliberations on seeking additional borrowing capacity for the wharf refurbishment project, with the council considering voiding previous financing orders and submitting a new request for $3.6 million for capital expenses related to the market wharf refurbishment.

Transparency and public engagement emerged as crucial themes during the meeting, with council members expressing concerns about potential public perceptions and emphasizing the importance of clarity and understanding among residents regarding financial decisions. The council also discussed the need for a structured economic development incentives bylaw to support various development opportunities while preserving the town's historic character.

The meeting addressed the assignment of council portfolios according to the new procedural bylaw, establishing areas of focus for each member. Bylaw number 24-01 outlined the powers and duties of the Chief Administrative Officer (CAO), creating a structured administrative framework within the town.

Additionally, the council deliberated on the human resources organizational chart to reflect new positions in the town, approved an energy study RFP aimed at achieving net zero emissions for key facilities, and discussed community initiatives such as the upcoming Mental Wellness Community Conversation event, the first event of its kind in the community.

This is about how can we as a community, become the most supportive, inclusive, healthy community. And so the event is looking at opportunities for us to improve our mental wellness. Near the end of the meeting, Mayor Brad Henderson highlighted the impact of municipal reform on taxation, stressing the need for transparency and education to address resident concerns. The meeting concluded with a closed session to discuss sensitive financial matters.
