St. Stephen Council Weighs Growth, Safety and Tradition in July Meeting
The Municipal District of St. Stephen held its July council meeting, broadcast live on CHCO-TV, tackling a wide range of topics from zoning reforms and financial appointments to community issues spanning infrastructure, housing, and local festivals.
A central focus of the meeting was the first reading of the draft Zoning Bylaw Z4. The bylaw will now move to the Planning, Review and Adjustment Committee for further review. A public hearing is scheduled for September 10, 2025, providing residents with a formal opportunity to voice concerns and objections before council considers additional readings. Officials emphasized that community input would be critical in shaping the final document.
Council confirmed several key appointments to strengthen the district’s administrative team. Frank Godsos was named Treasurer, effective August 1, 2025, while Nikki Mott will serve as Assistant Treasurer. Council noted that these appointments will support better oversight and management of municipal finances amid ongoing development and service expansion.
Housing growth was another priority. Council approved municipal service easements for new lots on Morin Avenue, granting developers access to waterline infrastructure. Officials revealed that one developer is considering as many as 63 units, highlighting the district’s commitment to expanding the local housing supply in response to rising demand.
Infrastructure concerns also drew attention, particularly the condition of Hampton Road. Councillors warned that deteriorating roads could compromise emergency response, especially with wildfire risks increasing. They urged timely repairs to ensure safe access for residents and first responders.
Community safety and public land use were addressed through a decision to remove clothing donation bins from municipal property by September 30, 2025. The move followed reports of individuals using the bins as temporary shelter and feedback from residents concerned about maintaining public spaces responsibly.
Economic development also featured prominently. Council discussed ongoing efforts to attract new housing projects and explored the potential for a hotel development to boost tourism. Chief Administrative Officer Jeff Renaud emphasized the importance of higher-level support, stating, “We’re hoping that the federal government … has their attention on our file.”
Cultural traditions were reconsidered as well. Council voted to cancel this year’s International Homecoming Festival parade, citing declining participation and logistical challenges. Resources previously devoted to the parade will instead be redirected toward a community street fair, ensuring local festivities continue in a more manageable format. Councillors noted that while the parade could still attract entrants, many participants often drop out before completing the route, making it increasingly difficult to stage successfully.
The July session reflected a council balancing long-term planning with immediate community needs, from housing expansion and financial oversight to public safety and cultural preservation. Residents are encouraged to participate in upcoming public hearings and community initiatives as council works to shape St. Stephen’s growth and services in the months ahead.
