In the third installment of a series of interviews aimed at sparking conversations around key issues affecting the Municipality of the County of Richmond, Warden Lois Landry sat down with Civic Journalist Jake Boudrot.

Warden Landry began with an update on the municipality’s budget deliberations, following several recent council meetings focused on financial planning. She also discussed ongoing revisions to municipal bylaws currently under council review.

Turning to public engagement, Landry reflected on the issues raised during recent community meetings in Municipal District 2, which includes the communities of West Arichat and D’Escousse.

On healthcare, Landry responded to a letter from Health and Wellness Minister Michelle Thompson regarding the campaign to bring a CT scanner to the Strait-Richmond Hospital. The minister noted that staffing and space constraints would need to be resolved. Landry was asked whether these challenges could delay the project.

Another topic of concern was the exclusion of Point Tupper properties from an Atlantic Port Assessment. At a recent meeting, council expressed its frustration and formally communicated its opposition to Growth and Development Minister Colton LeBlanc via letter.

The province also announced it will provide an additional $1 million to the Provincial Capital Assistance Program for the 2025–26 fiscal year. This follows the discontinuation of both the Beautification and Streetscaping Program and the Community Works Program. Landry was asked how this shift in provincial funding might influence the municipality’s approach to future funding applications.

The warden was also asked about the housing file, specifically in relation to her correspondence involving Brela Homes. With Boudrot scheduled to interview Jeremy Carroll from the company, Landry commented on the significance of Brela’s developments in helping Richmond County expand its housing stock and provide more affordable and suitable housing options for residents.

On the subject of accessibility, Landry spoke about her recent appointment to the Eastern Region Advisory Council—one of four regional bodies formed under the Nova Scotia Human Rights Remedy. These councils will advise the province on disability supports and help guide the transformation of the disability support system.

Communication infrastructure was also on the agenda. Council recently sent a letter to Jaime Battiste, the newly elected MP for Cape Breton-Canso-Antigonish, regarding local concerns about cellular service. Landry confirmed that the correspondence was intended to bring the MP up to speed on specific issues facing Richmond County.

Finally, at a recent committee-of-the-whole meeting, council introduced a motion directing municipal staff to explore the potential of a Letter of Authority with the province concerning Pondville Beach Provincial Park. Landry explained that this Letter of Authority would allow the municipality to take on certain responsibilities at the park, and that council is currently considering the benefits of this approach.
