Tax Levies Demystified for Neepawa Residents

In a recent Neepawa Town Council meeting, several significant developments were discussed, reflecting the town's ongoing commitment to community engagement and infrastructure improvement.

Council Reports and Community Initiatives

Councillor Yvonne Sisley provided updates from the Recreation and Economic Development Committee, highlighting upcoming events such as the Chamber of Commerce Fair (May 23-25), Spring Fever bike races (May 25), a Cybersecurity Information Session (May 27), a Babysitting Course (June 27), and various outdoor activities throughout June for Participation Month. She also announced a grant received for producing a new town video and a series of home ownership workshops aimed at educating residents, which will be recorded by NACTV for broader accessibility.

Councillor Jason Nadeau reported on the local library board's efforts to recruit new members and the Yellowhead Centre's plans for the upcoming year, including local fundraising initiatives. Deputy Mayor Murray Parrott noted that public works meetings have increased to twice a month due to a high volume of projects and mentioned ongoing efforts to engage contractors for housing projects in Neepawa.

Infrastructure and Maintenance Projects

Manager of Operations Denis Saquet detailed current projects, including the resumption of work on storm sewers at the new hospital site and earthwork in the neighbouring industrial park. Topsoil from these projects is being used to remediate the area around the Beautiful Plains Museum, addressing previous contamination issues. Additionally, the town's asphalt patcher has arrived and will be operational for the next six to eight weeks to address potholes. Tree removal along Main Street has also commenced, with plans to replant in the future.

Financial Planning and Bylaw Updates

Chief Administrative Officer Colleen Synchyshyn informed the council about approvals from the National Trail Youth Employment Program and the Green Team Program, which will fund student positions over the summer. She also noted that the second and third readings of both the Tax Levy Bylaw and the Garbage Bylaw have been postponed due to pending approval from the Municipal Board. As the deadline to file tax levy bylaws is May 15, the council will request an extension in accordance with the Municipal Act.

Councillor Darryl Gerrard clarified that while Neepawa is experiencing an average increase in overall assessment of 7%, this does not imply a uniform increase for all individual assessments. The rise is primarily attributed to new constructions and properties contributing to the assessment base.

Residential Development Progress

The council approved a transportation impact study required for Phase I of Project 320, a new residential subdivision. Morr Transportation Consulting has been selected to conduct the study at a cost of just under $20,000.

Other topics discussed included an application to the Storefront Improvement Program, a funding appeal from ArtsForward, updates from the Rossburn Subdivision Trail Association, the purchase of a replacement 2-ton truck, and the regular financial report.
