- Police Department's High Budget Request: The police requested the largest portion of the budget at $67.5 million, with the county following at about $30 million. The library's budget was significantly smaller, at around $10.46 million, less than one-sixth of the police's allocation.

- Library Budget Under Scrutiny: Despite its comparatively modest request, the library's budget faced the most scrutiny during the council meeting, sparking debate among council members and the public.

- Promotions Announced: Rebecca James Reed was promoted to General Manager of Access Barrie, and Michelle Banfield became the Executive Director of Development Services, joining the city's executive management team.

- Deputations Highlight Budget Concerns: The meeting featured three deputations, two criticizing proposed cuts to the library budget and one advocating for a reduction in the police budget. The library budget criticisms focused on a controversial $78,000 cut proposal, which was clarified as not being an actual reduction.

- Police Budget Debate: Michael Speers, a long-time advocate for reallocating funds from policing, presented to the council, receiving more attention and questions than in previous years. He cited Barrie's low safety ranking and questioned the effectiveness of the current police funding.

- Amendments Proposed and Rejected: Councillor Ann-Marie Kungl proposed amendments for the library and police to present to the same committee, aiming to streamline discussions on safety and budget allocation. However, one amendment was withdrawn, and the other failed to pass, leaving the budget allocations as initially proposed.
