Filipinos in Neepawa Receive Vital Services in Second Consular Outreach

The second Philippine Consular Outreach in Neepawa, Manitoba, was successfully held on April 27, 2025. The event was led by Deputy Consul General Kerwin Orville Tate of the Philippine Consulate General in Toronto, together with Honorary Consul Ronaldo Opina from Winnipeg.

The outreach is part of the Philippine government’s initiative to bring essential consular services closer to Filipinos living far from major cities. “The whole of Manitoba is part of our coverage area, and we make it a point to be here every year for our Consular Outreach Mission,” said Deputy Consul General Tate.

Honorary Consul Opina also explained how consular services are structured in the region: “The Honorary Consulate in Winnipeg reports to the Philippine Consulate General in Toronto, which is headed by Consul General Angelica Escalona. Here in Manitoba, I oversee consular services, including outreach and assistance to nationals.”

The high turnout for the first outreach in 2024 prompted the organization of this second event. “The feedback from participants has been overwhelmingly positive. Access to services is the main concern, and we are here to bridge that gap,” said Opina. “This year, we’re handling passport applications, notarized and legal documents, dual citizenship, civil registry services, and even overseas voting for the Philippine midterm elections.”

The Neepawa outreach was also made possible thanks to the persistence of local advocate Laarni Santos of Neepawa Settlement. She recalled how the initiative began: “There was a consular outreach back in 2021, but it was only for HyLife employees. Many people asked, ‘What about our spouses and children?’ So I used my network and reached out to the Philippine Consulate in Toronto, the Honorary Consul in Winnipeg, and even our local MP, Dan Mazier. I explained that there’s a huge need for consular services in our growing Filipino community. After much coordination and countless emails, we were able to launch the first full community outreach in 2024—and now we’re already on our second.”

With strong participation and an expanding range of services, the consular team has committed to making the outreach an annual initiative. This ensures that Filipinos in Neepawa and surrounding areas will continue to have easier access to vital government services—without the burden of long-distance travel.

As Neepawa and area’s local access television station, NACTV has been serving the community since 1977. The station is a community-owned not-for-profit organisation that broadcasts 24 hours a day and reaches homes throughout Manitoba and Canada on Bell ExpressVu 592, MTS Channel 30/1030, and WCG 117 as well as streaming online at nactv.tv.

NACTV’s content is primarily filmed and produced by local volunteers and focuses on issues, activities, achievements, sports, and news by, about, and of interest to our community.  

Neepawa is located in western Manitoba, about two hours west of Winnipeg and 45 minutes southeast of Riding Mountain National Park.
