Ontario Passes Bill 223 to Shut Down Supervised Drug Consumption Sites

On December 2, the Ontario government passed Bill 223, mandating the closure of 10 supervised drug consumption sites by March 31, 2025. The new law prohibits these sites from operating within 200 meters of schools, childcare centers, and similar facilities.
Supervised consumption sites provide lifesaving services such as overdose prevention, drug checking, sterile supplies, and naloxone distribution. In 2022-23 alone, the 10 sites set to close reversed over 1,500 overdoses. Since 2020, Ontario's harm reduction programs have prevented 22,000 overdoses and supported over a million visits.
While the province cites safety and crime concerns as reasons for the closures, research has consistently shown reduced crime rates near safe injection sites. Instead of harm reduction, the government will invest $378 million into 19 new Homelessness and Addiction Recovery Treatment (HART) Hubs, which exclude key services like supervised consumption and safer supply programs.
Health experts and advocates warn that shutting down these sites will lead to more overdose deaths, disrupt support systems for vulnerable communities, and exacerbate the ongoing opioid crisis in Ontario.
This decision will directly impact the Regent Park community, as the Regent Park Community Health Centre's safe injection site is among those set to close.
