Neepawa Council Debrief: Public Works Hard at Work

Neepawa Council Meeting Covers Trail Agreement, Public Works, and Annual Authorizations

Deputy Mayor Parrott chaired this week’s council meeting, which addressed a new Memorandum of Understanding (MOU) with the Rossburn Subdivision Trail Association, updates on public works projects, and annual items related to animal control and public festivals.

Council Reports
Councillor Sisley provided an update on the recent job fair organized by the economic development office, which saw an increase in both participating businesses and job seekers compared to the previous year.

Councillor Kostenchuk reported on Home Assistance Neepawa and District, noting an increase in the number of meals being provided to the community. He also highlighted the organization’s need for additional volunteers to support its Meals on Wheels program.

Councillor Nadeau shared insights from his recent meeting with the Rossburn Subdivision Trail Association. He outlined concerns raised by other municipalities regarding liability issues related to the trail system. While he remained in favor of the MOU, Council agreed that further clarification and concrete liability figures were necessary before proceeding with a vote.

Public Works Updates
Manager of Operations Denis Saquet and his team are actively working on several projects:

  • Drilling has commenced for the well site expansion project.

  • Dirt removal continues at the Hamilton Street extension, preparing the site for construction.

  • Collaboration with Manitoba Hydro has begun on Phase II of the project at the former East View Lodge site, which includes lot servicing and street lighting.

  • A geotechnical investigation is underway for land designated for development under Phase I of Project 320.

Saquet also advised the public to exercise caution outdoors, as the recent freeze-thaw cycle has left many streets and sidewalks icy. Crews are working to thaw culverts and maintain water flow, but significant snowmelt remains a challenge.

Annual Declarations and Other Business
Council officially declared the Chamber of Commerce Fair, scheduled for May 23–26, a community event. This designation is required for special liquor licensing and to facilitate the fair’s all-ages activities. Additionally, Council passed its annual authorization allowing designated individuals to discharge firearms within town limits for the control of nuisance animals.

The meeting also included the approval of the regular financial report and the formal adoption of the updated emergency plan, which was reviewed in the previous session.
